Check the App Store Outage

Check Your internet connection
It’s a very genuine problem if you have run out of data, and you need to be online to access the App Store. Ensure that you are connected to a network. If Wi-Fi connectivity causes an issue, you can go for a troubleshoot.
Try another Wi-Fi network
There can be a problem with specific Wi-Fi Networks. The work networks for an instance may be set up to block certain services and sites to preserve the bandwidth, try to use alternative networks.
Are you on a 3G or 4G download network?
If you are accessing the App Store over your 3G or 4G connection or If you are not using a Wi-Fi Network you might be using a per day fix data plan. This can also be a root cause for your problem.
Perhaps the app store cannot restrict you from accessing the store but the app store could not be accessed entirely. You can check your app store settings whether your iPhone is set on download apps over the Wi-Fi option or data network.
Try connecting the reliable Wi-Fi network and see if it allows you to download. Go to the settings app and tap on mobile data and make sure the slider is set on green.
As your iPhone is always downloading the app you can fix it, Go to setting> go to iTunes & App Store, and turn on the slider to green besides the updates.
Is App no longer supported?
It is quite possible if you are trying to update an app that is out of date and no longer supported by iOS. Try downloading different applications.
Is the App too large to download?
You should remember that iOS stops downloading the larger applications over the cellular data. So check the file size.
Further in a sequence, you can try logging in and out again. In addition, you can clear your memory, especially those with less RAM and Storage. If this also does not works, you can force refresh the App Store.
