Earlier, WhatsApp released the Voice Waveform feature for recording voice notes to limited beta testers, and now, the company is delivering this layout for the chat bubble. With v2.21.13.17, WhatsApp has already enabled the layout but it was temporarily and has been disabled after the update.
According to the WABetaInfo, WhatsApp released a new layout for selected Android and iOS testers. In the shared screenshot, you can clearly see voice waveforms in the chat bubbles. This new feature is only compatible with Android V2.21.25.11 and iOS V2.21.240.18.
If this feature is enabled on your WhatsApp account, you can see the voice waveforms of the voice notes. But the voice waveform may still not be displayed when receiving a voice note or recording a voice note from someone who is recording a voice note using an older version of WhatsApp.
Currently, the voice waveform feature for Chat Bubbles is not available to everyone as it has been rolled out to select beta testers, so other users need to wait for the new beta update.
