As per the information, it seems that the capability currently launched is very limited, this new online version of the Google Play Store design has largely borrowed from the design of the mobile application.

The redesign Play Store Web comes with application preview, the ability to install apps remotely, and support for movies and books as well as apps and games. It also added a new application tap that displays top charts, popular apps, and app filters.

However, we can easily access this new redesign just yet, as it appears to be released on a server-side switch but some regional variations of  the Play Store web client have been successful in enabling the new design

A tipster (via 9to5Google) has shared several screenshots of this redesigned Play Store web, which shows off the search interface, movie listings, games app previews, and more. At the moment, it is not confirmed whether Google will release this new design widely.
