A South Korean regulatory official said on Wednesday, Apple and Google’s Alphabet has been asked to hand over a new Korean law compliance program in mid-October, the law Major application store operators are prohibited from forcing software developers to use their payment systems.

On August 31, the Korean National Assembly passed an amendment called the Telecommunications Business Act, also known as the “Anti-Google Law,” which explicitly prohibits the operation of major app stores such as Google and Apple Forcing software developers to use their payment system (including in-app purchases, operators can charge up to 30% of the commission during the payment process).

Apple responded that the bill will bring risks to users. Users buying digital goods from other sources may be involved in fraud, damage privacy, and it will be difficult to control purchases. Apple further argued that there are 482,000 registered developers in South Korea, and they have earned 8.55 trillion won through Apple’s cooperation so far; if the amendment is passed, users’ trust in App Store purchases will be weakened, thereby affecting the interests of developers.

A Google spokesperson said in a statement: “We will consider how to comply with this law, while maintaining a model that can support high-quality operating systems and app stores, and will share more information in the coming weeks.”

The Korea Communications Commission will issue specific implementation plans in the near future based on the country’s “Telecommunications Business Act” amendments. Most of the provisions of the new law entered into force in mid-September. The official said that the implementation plan is expected to be drafted within six months or possibly earlier.
