According to the latest report, the representatives of the European Union countries reached an agreement that the European Commission will become the sole enforcer of the new technology regulations.
The EU ministers will formally approve the new agreement on November 25, which is part of the EU’s common position. The ministers will then negotiate with EU legislators and commissions on the Digital Market Act (DMA), and then the DMA will become the official law.

DMA was proposed last year by Margrethe Vestager, the head of EU antitrust affairs. Its goal is to control technology giants such as Google, Facebook, Apple, and Amazon. In June this year, the German and French antitrust agencies and the corresponding agencies of the other 25 EU member states argued in a joint letter that they should play a greater role in the implementation of the DMA.
In a document adopted by the Council of the European Union, it reads: “The European Commission is the only body authorized to implement this regulation.” The document also stated that for companies that may violate the regulations, in order to support the work of the Commission, member states can authorize the implementer to initiate an investigation. As to whether to initiate an investigation, EU institutions have discretion.
